Building site in Hindley, Wigan, Greater Manchester, showing new housing under construction with scaffolding, a bright red rubble chute, brick walls, site hoardings and safety signage, illustrating the physical reality behind Labour's latest affordable housing push. The photograph has immediate editorial relevance on 25 August 2026, when Prime Minister Andy Burnham and Deputy Prime Minister and Housing Secretary Angela Rayner announced the first major wave of allocations from the government's £39 billion Social and Affordable Homes Programme. Nearly £10 billion, formally £9.58 billion, is being allocated to 33 Strategic Partners outside London to support delivery of 73, 600 new social and affordable homes across England over the next decade, with nearly two-thirds expected to be for Social Rent. The announcement is being presented as a major revival of council housebuilding, with councils and housing associations backed to build at scale and an additional £46 million provided to strengthen local authority skills and delivery capacity. Greater Manchester is expected to see around £529 million of estimated Strategic Partnership spend supporting about 4, 400 homes, giving this Wigan borough scene a strong regional connection to the national policy story. The unfinished brick building, surrounding scaffold framework and conspicuous plastic construction chute show a development still in the practical, messy stages of delivery, a reminder that new homes depend not just on ministerial pledges but on land, planning, materials, labour, finance and contractor capacity. As waiting lists, temporary accommodation and homelessness continue to put pressure on local councils, images like this help illustrate the wider debate around council homes, affordable rent, social housing supply, regeneration, and how government funding announcements must ultimately translate into completed, secure homes for local people.
